

OASIS+ is a suite of governmentwide, multi-award contracts designed to support federal agencies’ procurement requirements for services-based solutions. This suite of services contracts is available for use by agencies throughout the Federal Government who hold a Delegation of Procurement Authority (DPA). OASIS+ is a collection of multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, of which the contract base period is five (5) years with one (1) option period of five (5) years that may extend the cumulative contract ordering period to 10 years. Task orders can be awarded under OASIS+ any time prior to the expiration of the ordering period of the master contracts.
Notwithstanding, the OASIS+ IDIQ master contracts (contractor specific) can have different award dates; however, all contracts for each specific MAC have the same contract end dates (e.g., all of the Small Business contracts will end on the same date). The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services and financial services. Under the OASIS+ program, this suite of contracts combines the scope of legacy OASIS, Building Maintenance & Operations (BMO), and Human Capital & Training Solutions (HCaTS), along with new areas of service that were previously not in scope. It expands the range of service offerings for buyers and gives sellers a greater variety of areas to which they can compete.

Period of Performance: 12/06/24 through 12/05/2029 (Tasks may extend up to 5 years after expiration.) Accordingly, the cumulative term of OASIS may span up to 10 years.
- Five-year base: 12/06/24 – 12/05/29
- One five-year option: 12/06/29 – 12/05/34
- Six-month option: through 06/05/2035
Contract Ceiling: OASIS has no program ceiling, a five-year base and one five-year option, and provides for long term planning for complex program requirements.
Who is Eligible: Federal Agencies and DoD Agencies with delegation of procurement authority (DPA)
Vehicle Type: The OASIS contracts are IDIQ contracts. Applicable ordering procedures exist at FAR 16.505.

Contract Access Fee (CAF): GSA’s operating costs are reimbursed through a CAF charged on all orders placed against the Master Contract. The CAF is paid by the ordering agency but remitted to GSA by the Contractor. GSA maintains the unilateral right to establish and change the CAF rate. GSA will provide at least a 60-day notice prior to the effective date of any change to the CAF rate or payment process. The CAF rate, which is currently 0.15%, is applied to the total amount billed on each invoice (including ancillary support, travel, and profit).
Task Order Types: Subject to FAR and Agency level required consideration criteria, limitations and/or prohibitions, agencies may use any appropriate contract type. These generally include, but aren’t limited to:
- Fixed-Price, all types
- Cost-reimbursement, all types
- Time-and-materials
- Labor-Hour
- Hybrids of any of these types
